Both led by guitar-rock geniuses, first rate drummers, covered blues in early years, singers with long hair. But The Who hasn’t had to pay off copyright infringement suits on multiple occasions.
The Who was also condemned at the time by all the radicals as “counterrevolutionary” for “Won’t Get Fooled Again.”

The substantial difference, IMO, is that Jimmy Page was an awesome producer. Note how dated The Who sounds, and how relatively fresh Led Zep sounds in comparison.
