5. OK…..I’ve been debating Cain’s 9-9-9 plan. I live in a state/county (CA) which already has an approximate 10% sales tax. Raising that to 20%, give or take a little, is going to be a pretty major hit on people with low incomes. The state tax at least doesn’t apply to food….how about Cain’s plan?
