RAMMING SPEED! Democrats Prepare for ‘Really Stupid and Futile Gesture’

From my latest American Spectator column:

Does anyone else remember what happened Jan. 19? Did anyone else watch the confetti fly and hear the band play in the ballroom of Boston’s Park Plaza Hotel two months ago? Or was the election of a Republican to the Senate seat held for more than four decades by Ted Kennedy merely a dream?
Scott Brown won by pledging to be the Senate’s “41st vote” against Obamacare, but Nancy Pelosi and her fellow House Democrats seem intent on pretending that Brown’s historic victory in Massachusetts never happened as they prepare to enact the president’s health care plan By Any Means Necessary.
Pelosi’s implacable determination in the face of such clear indicators that voters oppose this measure has left opponents straining for analogies to describe the arguably unconstitutional process. Lindsey Graham insulted the Japanese by comparing Democrats to kamikaze pilots “liquored up on sake” for a suicide mission. It might be more diplomatic to compare Democratic maneuvers to the Animal House scene of Delta Tau Chi brothers crammed inside their hurtling Deathmobile: “Ramming speed!”
It would all be comical were it not for the possibility that this slapstick legislative fraternity prank — perpetrated by the “Slaughter Solution” with Enron-like accounting gimmicks from the Congressional Budget Office — might yet become law. . . .

Please read the whole thing. What annoys me most particularly about this week’s Pelosi-driven madness — above and beyond the unconstitutional-socialist-bankrupt-America aspect of the thing — is that it has distracted me from preparations for next week’s Vegas trip. So when I get to Nevada, I mean to make Harry Reid pay for this damned annoyance.

Speaking of annoying Democrats, Virginians should make sure to attend today’s 11:30 a.m. ObamaCare event at George Mason University in Fairfax (doors open at 9 a.m.), and everybody who can make it to D.C. Saturday should plan to be at the big Capitol rally with Jon Voight and Michelle Bachmann.

Karaoke Thought Experiment

by Smitty

We’ll call him ‘Person On The Unreproachable Side’ for the sake of this post, as it ventures in the direction of what I personally consider distasteful.
As a thought experiment, say that the Person was convicted. Let’s not fret about the possible list of crimes, its length, grouping, or how it would be sorted. Rather, the sentencing.
If ordered by a court to do a karaoke rendition of:

. . . would the Person’s head ‘splode?

Subtle Point About North Dakota

by Smitty (via Let Freedom Ring)

Politics Daily points out that Senator Conrad is trying to save the power of the only State Bank in the US to loan education money to the residents of that State from a bureaucratic steamroller careening, in a hidden sort of way, in his state’s general direction on page X, X X X of the healthcare legislation.

The package of fixes to the Senate health care bill contains a special provision for student loans that applies only to the Bank of North Dakota. The provision was written by Sen. Kent Conrad, the Democrat from North Dakota. Conrad is chairman of the Senate Budget Committee, which is taking the lead in managing the reconciliation bill in the Senate.
The provision would allow the Bank of North Dakota to continue to originate and service student loans even though a pending overhaul says that all such loans will originate through the U.S. Department of Education, beginning July 1. The bill stipulates that only North Dakota residents attending North Dakota schools would be eligible for the loans.

Two things:

  • North Dakota: this is a great place to point a middle finger at the Imperial Fed, as it points its middle finger at the 10th Amendment. Those are your residents and schools. Lend them money.
  • Other 49 States: start your own banks. Lend money to your residents. For school. For houses. Whatever. Screw the DOE, Fannie, and Freddie, and the rest of these DC clowns that have sodomized our economy.

Update: Ace of Spades concurs.

The Bigger Picture

by Smitty

Via Moonbattery, we have a sobering summary of 14 months of Constitutional demolition:.

If it looks like our separation of powers is collapsing towards an autocratic Executive, you may be perceptive.

Virginia Democrat Tom Perriello admits the truth:
Why is the Federal government behaving so indiscriminately? Because it has the Federal Reserve, that’s why. Money is extracted from the people and goes right to DC. The States are too fiscally weak since 1913.

Now, what historical events come to mind when one ponders this atrocious Congress?

Bring it on, sad, sorry Speaker. Your Yamamoto moment awaits. You may serve your ‘Emperor’, assault the United States, and even achieve something you can dishonestly call a victory. Our task is to make this the greatest political Pyrrhic victory in US history. It shall be your albatross.

As we move towards November, keep in mind that voting the bums out is necessary, but not sufficient. If there isn’t structural change, a movement of political power away from DC and a restoration of State’s rights, then you may have bought some time. But that’s all.

The Federal government has no business managing individual birth, education, housing, employment, health care, or retirement. Striking the 16th Amendment would also rid you of the Federal eminent domain over your wallet.

Not to distract from the task at hand, mind you: I’ll be checking in with Jon Voight on Saturday. I’ll leave tomorrow’s Virginia greeting of BHO to Dan Riehl. We’ve got to make ObamaCare hurt for Pelosi and Reid like it will hurt for the rest of the country, should it survive to become law.

Update: So here is Boehner:

Boehner believes that abortion will be the key complication for on-the-fence Democrats in the final hours. “I’ve always thought that this would be the issue,” he says. “This is public funding for abortion. They know it can’t be fixed. There just aren’t the votes in the Senate.” He says he respects pro-life congressman Bart Stupak (D., Mich.) for holding firm, but cautions that he “never thought that Stupak could hold ten to twelve votes.”

My Independent but left-leaning office mate today was harshly critical of people in office offering obstruction for the sake of personal gain. No accusation here, Mr. Boehner, but you’d up your game considerably if you were using the C-word (Constitution, not an adjective directed at Madame Speaker). Preserving the Constitution is a goal only slightly less noble than preserving human life.

CBO Performs Voodoo Math and Other Undead Zombie Health Care Updates; UPDATE: ‘Does the CBO’s Shady Accounting Trick Make My Butt Look Big?’ UPDATE II: Ramming Speed! ‘Slaughter Solution’ Passes 222-203

UPDATE 3:56 p.m. ET: Michelle Malkin has the details on the procedural vote whereby the House Democrats approved the so-called “Slaughter Solution” to allow them to pass the Senate version without actually voting on it. This is a Constitution-be-damned-just-ram-it-through move, and Michelle links this fretful remark from AOSHQ:

“I am getting really worried, because if 222 Democrats voted for this unconstitutional, very-unpopular maneuver, doesn’t that mean that all 222 will also vote for the bill itself? Why vote for this if you’re not going to vote for that?”

Yeah, we’re teetering on the brink here. Yet there is strange optimism (!) from Allahpundit:

Altmire dumped on the Slaughter strategy before voting for it. So did Stephen Lynch — who, interestingly, said he was a no on the bill itself just a few hours ago. My hunch is that they both want to vote no on O-Care but don’t want to be blamed for tying Pelosi’s hands in case she’s able to get to 216 by using Slaughter, so they’re throwing the leadership a bone on this vote.

This charade is so twisted and bizarre, it’s impossible to calculate the odds. I think the undecided Democrats have been so relentlessly arm-twisted by Rahm and Nancy that they’re like suspects who, under extraordinary police interrogration, confess to crimes they didn’t commit.

UPDATE 2:30 p.m. ET: Jacob Sullum at Reason‘s Hit & Run:

The Medicare savings, which may not actually materialize because they depend on reimbursement changes Congress has been loath to maintain in the past, total nearly $500 billion during the first decade, compared to total deficit reduction of $130 billion. . . .
CBO warns that it “does not generally provide cost estimates beyond the 10-year budget projection period” and that its projections for the second decade are subject to “an even greater degree of uncertainty” than its projections for the first 10 years. . . . Yet the Democrats have transformed these highly uncertain projections into a seemingly precise and reliable dollar figure: $1.2 trillion in deficit reduction during the second decade.

Philip Klein at The American Spectator:

What basically happened is that Democrats were rushing to get out the CBO scores so that they could have some sort of claim to have released them 72 hours prior to a vote, which they want to hold on Sunday. But we won’t have 72 hours to look at the actual final scores.

Phil provides this graphic illustrating the Democrats’ clever accounting trick:

It’s like a fat chick wearing a black skirt because she thinks it makes her look skinny. The Lonely Conservative dubs it the “ObamaCare Layaway Plan.” More blog commentary from Gateway Pundit, Nice Deb, The New Editor, Confederate Yankee, Le·gal In·sur·rec· tion, IMAO, Sister Toldjah and Weasel Zippers.

PREVIOUSLY: As of 1 p.m., the official Congressional Budget Office estimate of ObamaCare’s budget is overloaded by traffic, but don’t worry: The rectal extraction accounting process is sufficiently transparent that Ed at Hot Air and Steve at No Runny Eggs can read it:

CBO and JCT previously estimated that enacting H.R. 3590 by itself would yield a net reduction in federal deficits of $118 billion over the 2010-2019 period, of which about $65 billion would be on-budget.  . . . That incremental effect is an estimated net reduction in federal deficits of $20 billion over the 2010-2019 period over and above the savings from enacting H.R. 3590 by itself; almost all of that reduction would be on-budget.

Translation: We’ve cooked the books with a shamelessness that would make Enron blush!

Steny Hoyer is happier than a shoplifter who just found out the security camera system is out of order.

UPDATE: Whatever you do, don’t call Doug Elmendorf at the CBO and say, “Hey, this is Bernie Madoff — great work you’re doing there!”

UPDATE II: Drew M at AOSHQ:

I’m not going to pretend to be a budget wonk but aside from the fact that the CBO projections are based on the ‘facts’ provided to them by Democratic leadership, the Director of the CBO says this isn’t a real estimate . . .
The question is, will enough Democrats who claim to worry about the deficits drink this Kool-Aid and consider this a sufficient fig leaf to go over the cliff with Nancy? I fear the answer is yes.

Again, I implore readers: Please do not make prank phone calls to CBO at (202) 226-2700.

UPDATE III: Daniel Foster quotes this from the CBO report:

Although CBO completed a preliminary review of legislative language prior to its release, the agency has not thoroughly examined the reconciliation proposal to verify its consistency with the previous draft. This estimate is therefore preliminary, pending a review of the language of the reconciliation proposal, as well as further review and refinement of the budgetary projections.

(Hat-tip: Instapundit.) Basically, the CBO has been assigned to evaluate a proposal that was plastic as Play-Do, with the legislative ingredients re-jiggered until Elmendorf’s crew could give them the budget estimate they wanted. Twitter buddy Greg Howard:

DID AL GORE & EAST ANGLIA DO THE CBO NUMBERS?

Yeah, so no fair calling Doug Elmendorf, faking a British accent and telling him you’re from the Climate Research Unit and want to hire him to do his mathematical magic on the global-warming numbers.

‘Crisis’ in Israel-U.S. Relations

Pamela Geller in NewsMax:

U.S.-Israeli relations have hit a 35-year low over the contentious east Jerusalem building project. Israeli Ambassador Michael Oren said, “Israel’s ties with the United States are in their worst crisis since 1975 . . . a crisis of historic proportions.”

R. Emmett Tyrrell Jr. in The American Spectator:

Historians will some day piece together precisely what happened in Jerusalem last week when Vice President Joe Biden visited Israel to encourage renewed negotiations between the Israeli government and the Palestinians. Of a sudden, an announcement that Israel was proceeding with the construction of a small number of residential units –1,600 in a section of Jerusalem with over 400,000 inhabitants, roughly 181,500 being Jewish, and 229,000 being Muslim — was interpreted as a slap in the face to the United States. . . .
Secretary of State Hillary Clinton telephoned Netanyahu and raised hell for 43 minutes.

What obtrudes here is the sense of the Obama administration that their job is to tell Israel what to do. Granted, the U.S. role as Middle East peace-keeper goes back at least as far as the Carter administration and the Camp David treaty, but it seems to me that Israel has gotten itself into a position much like the position of Czechoslovakia in 1938, where they were counting on Britain and France to protect them. When Chamberlain sold them out at Munich, the Czechs were doomed.

If the Israelis feel that their security requires building more settlements in Jerusalem, that’s their call, and they shouldn’t sit around waiting for U.S. approval. Otherwise, the U.S. is in effect exercising a veto over Israeli policy — and, however unintentionally, lending credence to Arab claims that Israel is a U.S. puppet.

Meanwhile, there is speculation that Obama is seeking “regime change” in Tel Aviv, trying to bring down Netanyahu:

[Former U.S. diplomat Aaron David] Miller said Obama and Clinton may be trying to create the impression Netanyahu is “mismanaging the relationship” with Washington in order to shake up Israeli politics.

This is a decidedly disturbing suggestion. So the U.S. not only exercises veto power over Israeli policy, but it picks and chooses Israeli prime ministers? Politico quotes Obama from yesterday’s Fox News interview:

“Israel’s one of our closest allies and we and the Israeli people have a special bond that’s not going to go away. But friends are going to disagree sometimes,” the president said. “There is a disagreement in terms of how we can move this peace process forward…The actions that were taken by the Interior Minister in Israel weren’t helpful to that process, Prime Minister Netanyahu acknowledged as much and apologized for it.”
Obama insisted that despite the highly-public criticism of Israel by various U.S. officials, including Biden and Secretary of State Hillary Clinton, the U.S. is being fair to both sides.
“Yesterday, when there were riots by the Palestinians against a synagogue that had been reopened we condemned them in the same way because what we need right now is both sides to recognize that it is in their interests to move this peace process forward,” Obama told Fox.

That’s a phrase — “peace process” — I’ve come to associate with disaster. “War” and “peace” are simple terms, defining known conditions. But exactly what the hell is this “process”?

If there is no war, there is peace, and no “process” is necessary. What we actually have in the Middle East, of course, is not peace at all. We have Palestinian terrorists awaiting the signal to start blowing up schools, buses and restaurants.

This is why the “peace process” can never lead to peace: The PLA, Fatah and Al Aqsa Martyrs Brigades don’t want peace, they want dead Jews.

And it looks like they’ll get what they want, if the Obama administration keeps going this way.

UPDATE: As if on cue:

A rocket fired by Palestinian militants in the Gaza Strip on Thursday killed a migrant worker in the northern Negev.
Paramedics brought the man to the infirmary at Moshav Nativ Ha’asara, but declared him dead shortly after. This was the third rocket fired from the Gaza Strip in less than 24 hours, according to the Israel Defense Forces.

There’s your “peace process,” Mr. President.

Time Magazine’s Congressional Correspondent ObamaCare Cheerleader

Jay Newton-Small is the newest top contender for the George Stephanopoulos Prize for Non-Partisan Objectivity:

Take a good look around, Democrats, this is likely to be as bad as it’s going to get. . . .
But, oh how quickly things can change. If you pass the bill, next week’s coverage is likely to trumpet triumph, the most productive legislative session since LBJ, an historic and seminal victory.

This is why Time magazine pays congressional correspondents the big bucks: So they can promise Democrats favorable coverage if they pass liberal legislation.

If  what you want is not shameless cheerleading, but rather useful factual reporting, then skip Time magazine and try Ace of Spades HQ, where Gabriel Malor does a very careful whip-count and reports:

There are now twelve who voted “yes” the first time, but have refused to commit to voting the same way this time . . .
And there are sixteen who voted “no” the first time who could be victims of Rahm-in-the-lockerroom-with-the-lead-pipe bullying or Cornhusker Compromise bribery . . .
So Pelosi needs 24 out of 28 maybes to break her way.

Which means that, despite Jay Newton-Small’s promise to “trumpet triumph” next week, Pelosi and Obama still haven’t twisted enough arms to pass the bill, and the odds are decidely against them being able to get there before Easter.
